PAGE 1:
Panel 1: width of the page.
Exterior, day, midafternoon. Shot looking down on a medieval city street, from the roof of one of the buildings on it.. The street is mostly empty, though at either end people can be seen getting off the road. All the doors on the street are closed. There's a few beggars, who are doing their best to look even more disheveled. The reason for all this activity is in the center of the panel, six bodyguards in ceremonial but effective looking armor, quite burly fellows, guarding a shorter person in the middle, dressed in fine robes with a rather bizzare poofy wig and a large pouch on his belt as the two most noticeable traits, from here.
Caption: GOODNESS GRACIOUS.
Caption 2: WELL LOOK WHO'D SHOWN UP TO COLLECT THE "WAR TAXES."
Panel 2: 3x3 panel size
Closeup on the fellow in the middle, from his head height, beside him. His wig is, as mentioned, bizzare. Probably at least a foot high, with some weird things in it. A watch probably, a wire track which goes around like one of those toys at Kaybee, where the penguins with wheels go up an escalator thing then slide down in big curves. Like that, that goes through the hair and stuff. On the back/side of his belt is a large pouch, which jingles. Well, clanks. Sorta in between. He is the EXCHEQUER for kingdom. His face is set in a disdainful expression, as most of the people here don't have enough to be worth taxing.
Caption: THE GRAND EXCHEQUER HIMSELF.
Caption 2: NO ONE IN THE KINGDOM WOULD LAY A HAND ON HIM UNDER PENALTY OF DEATH.

Back out above the group again, so they take up most of the panel, the Exchequer/money in the middle.
Caption: WELL, THAT AND THE HALF DOZEN BURLY GUARDS HE HAD, TOO.
Panel 5: Width of the page
Back up on the same roof as we started, slightly different angle. We're now back from the edge, so we can see the edge, and FORSYTH by the edge. He is either partially cut off or silhouetted. FORS is at one side of the panel, probably the right, the EXCHEQUER and his GUARDS are still visible down in the street below, just past the middle of the page now. We might be able to see part of the balloon in the panel (the balloon's described on the next page). FORS is looking down at the group, probably crouched somewhat.
Caption: THIS COULD PROVE ENTERTAINING.
PAGE 2:
Panel 1: left 1/3 the page.
Looking down the side of the street from the roof on the house next to FORS. FORS is in the top of the panel, crouched by a balloon. The balloon looks like one of the really old orignial style ones, like in the Air and Space Musem (pic here: and http://www.uh.edu/engines/montgolfiermodel2.jpg) or like http://www.fullofhotair.co.uk/images/montgolfia.jpg. But quite a bit smaller, more the size of a really big beach ball. It has four handles on the bottom, around the hole in the bottom. The hole is there so the heater can be replaced, it uses a magic one rather than actual fire. And it's not decorated like that, just however looks best. Cords are tied to two of the handles, then they merge into one underneath. The balloon is floating about a foot and a half off the roof, probably. FORS is crouched underneath, checking the cords. At the bottom we can see the EXCHEQUER and his GUARDS walking down the street, not very far ahead.

Cap2: IT COULD EASILY CARRY THE WEIGHT OF ME AND THE CORD.
Cap3: BEST OF ALL, IT HAD A NIFTY CONTROL THING THAT LET ME MAKE IT GO UP AND DOWN FROM A DISTANCE.
Cap4: THE CORD WAS SPIFFY STUFF, IT'D STRETCH THEN BOUNCE BACK.

FORS unties the balloon from the roof.
Panel 3: 3x3 panel size
The balloon starts to drift up, FORS hops underneath and grabs the handles, swinging the balloon out and over the street, toward the EXCHEQUER.

Caption: A BIT LONGER...
Cap2: A BIT LONGER...
Cap3: AH, THERE WE GO.
Panel 5: 3x3 panel size
Same shot as in panel 4. Fors lets go of the handles and drops down.

Panel 1: vertical panel, half the height of the page, quarter the width
The group is walking in the bottom of the panel, we see one of the GUARDS in particular from about top of his shoulders up.
Panel 2: Ditto
Same GUARD, still walking, FORS is falling into the panel from the top.
Panel 3: Ditto
Same GUARD, still walking. FORS is about a foot over his head, the cord attached to FORS's feet is stretched taut and goes BOINGY! (but quietly)
Panel 4: Ditto
Same GUARD, still walking. FORS is bouncing back up out of panel.
Caption: DAMNIT, TOO HIGH.
Cap2: NEED TO LOWER THE BALLOON A BIT.
Panel 5: Bottom half of page, quarter width.
Same as above, the GUARD from before is now in the center of the panel.
Panel 6: Ditto
Same as before, FORS falling in from above. He's holding a small remote/crystal/something in his hand, pointing it upward.
Caption: HMM, HEADED RIGHT FOR ONE OF THE GUARDS.
Panel 7: ditto
Same, FORS is right behind the GUARD's head. The cord is stretched taut, going BOINGY! (quietly). FORS taps the GUARD on the shoulder.
Panel 8: ditto
Same, GUARD is turning around, his hand going for his sword, FORS is bouncing back up, having snagged the plume from the GUARD's helmet.
PAGE 4:
Panel 1:
Street level view, from behind the group of GUARDS. The one in the rear is turned around, facing us. The street is empty, except for a couple beggars huddled next to some steps and some normal looking people hidden around a corner. FORS may be visible in the top of the panel, or might not.
Panel 2:
Closeup on the group, which has stopped. The EXCHEQUER has turned, and is looking back, at and past the GUARD. The other GUARDS are watchful, some looking that way, others keeping an eye on the whole street. None looking up.
Panel 3:
Basically the same scene from before, seen from above now, from FORS's point of view. The group is up in the panel a bit, like we're seeing them from behind some, as the wind isn't pushing the balloon fast enough right now. The EXCHEQUER is saying something to the GUARD, and the whole is moving again.
Caption: THE BALLON WASN'T MOVING FAST ENOUGH.
Cap2: I WAS FALLING BEHIND.
Panel 3:
The balloon, over the rooves of the city, dropping down a little bit. Fors may be visible or maybe just the cord, the end hidden behind the buildings.
Caption: BUT I HAD AN IDEA HOW TO SLOW THEM DOWN.
Panel 4:
Side view, street level. The group is walking again, FORS is is falling right behind the last GUARD, the one whose plume he pulled.
Panel 5:
Looking at the GUARD's boots, from in front. The boots have laces going all the way up them, which are tied in large knots at the top. FORS is visible between the GUARD's feet, hanging a few inches above the street, the the cord pulled taut (though we can't see it.) FORS is reaching for the GUARD's laces.
Panel 6:
Side view, same scene. FORS pulls the GUARD's laces out of their knots, and is looping them together. The cord goes BOINGY! (quietly)
Panel 7:
Same view as panel 6. FORS is zipping up out of the panel, the GUARD's laces are pulling tight, tied together, and the GUARD is tripping.
PAGE 5:
Panel 1:
From above, from FORS's POV. The GUARD falls full length on the road. He bumps one of the other GUARDS, but doesn't knock him over. he does, however, partially snag the EXCHEQUER's robe.
Panel 2:
The EXHEQUER has turned around, and is chewing out the guy on the ground. The other GUARDS are all on guard (ha), looking out to the other sides of the street etc. The whole group is drifted down toward the middle of the panel a bit more.
Caption: WELL, THEY'D ALL STOPPED TO LOOK. FOR A SECOND ANYWAY.
Caption: THE EXCHEQUER WAS CERTAINLY GIVING THE GUY ON THE GROUND A PIECE OF HIS MIND.
Panel 3:
Fors's balloon, side view again, drifting slowly forward. Fors lets go of the balloon.
Caption: LOOKED JUST RIGHT. I'D DRIFTED FORWARD WHILE THEY WERE STOPPED.
Panel 4:
View from beside the Exchequer. The other Guards are still looking out at the street, FORS has dropped in between them and behind the Exchequer. He is grabbing the Exchequer's belt pouch, and cutting the cord binding it to the belt.
Caption: THEY WERE ALL DISTRACTED, SO I HAD NO TROUBLE LIFTING THE NICE HEAVY POUCH FROM THE EXCHEQUER'S BELT.
Panel 5:
Forsyth going back up. BOOOING!
Panel 6:
Balloon dipping below the roofs.
Caption: A BIT TOO HEAVY A POUCH, I REALIZED, AS THE BALLOON HEADED DOWN TO MEET ME.
